     I could see if you are military and were in a government computer using you own personal secure log on, that they could prove it was you that viewed classified information without authorization. But if you were on your own personal computer? or a public computer? Seriously, are they going to persecute literally millions of people that have viewed classified material through leaks in one computer or another all over the world?
