The recent @wikileaks' tweets have been often very indulgent vs ISIS extremists, pretending closing their accounts would be "censorship"

WikiLeaks has also tweeted what appears in the WL documents about Saudi Arabia being an extremism funding entity and has condemned the beheading of a journalist.


In my opinion it doesn't show enough the quantity of WL own leaked documents mentioning "ISI" in Iraq (it would be ISIS/ISIL before they put their hands on Syria), and describing this "ISI" as:
- linked to AlQaeda;
- using extortion and corruption to infiltrate in the local politics;
- yes supported by Saudi or Indonesian extremist entities;
- understimated by the international and local entities so they could grow;

By doing a research through the wikileaks' documents, specifically cablegate, that we have visible thanks to the courage of Chelsea Manning, one can clearly see "ISI" (aka ISIS) has nothing "Sunni" and nothing "Muslim" spiritually talking -terms that @wikileaks is instead now using on twitter to describe the "Caliphate-. ISIS (daesh) are nothing but a kind of Iraqi mafia, a terrible one that kidnaps, murders, rapes, sells civilians, linked to worldwide extensive extremist nets.
The "IS" (Islam) in their name is only [ab]used for recruiting propaganda.

The general analysis already shows this idea of the Caliphate is generally used by extremist groups with political intentions to rise to power and use "Islam" as a publicity/propaganda/recruiting source to persuade Muslim people (even those who have no idea the thing is politicized) to partecipate to their actions.

But let's concentrate on the rise of ISI in Iraq.
What happened before they profited of the chaos generated by the Syrian civil war and devasted both Syria and Iraq?

Sheikh Ahmad "Naji" Hussein Ajabarah to Jabouri, head of the "Council of Sheikhs" in Salad ad Din (SaD), kidnapping marks a significant change in Al Qaeda's "strategies", targeting provincial and tribal governamental institutions in Iraq.
 
This change of target in terrorist attacks chronologically coincides with the declaration of the "Islamic State of Iraq" [ISI] (October 2006), by the Al Qaeda affiliate "Shuria Mujahidin Council" (MSC). AQIZ asks the political support of the Jabouri tribe, including the Deputy Governor, in exchange of the return of the kidnapped Sheikh, trying to politically legitimize the creation of an "Islamic State" by extremists, introducing their leaders into the political world of provinces.

This is done by corruption/kidnapping/intimidation strategy: "the life of the kidnapped person, exchanged with the introduction of ISI/AQIZ in local politics".

This is how the organized criminality works, actually, to more or less hiddenly rise to power, infiltrating in the local institutions.
 
There are signs, however, of disagreements and reluctance to cooperation between local Sunni insurgent groups and Al Qaeda.
At the light of the recent events, it's the beginning of what would have after become a fracture between ISIS and Al Qaeda.

More cables mentionig "AQIZ" attacks and the proclamation of an "Islamic State" in Iraq, with attempts to impose Sharia laws on local citizens, while UNESCO and the Iraqi government, in collaboration with the US, try to start a plan of reconstruction and development. The funds allocated by the US for reconstruction seem to slowly and hardly circulate because of local bureaucracy problems.

At point 3.of the cable we find that: " ¶3. (S) Al Qaeda in Iraq/The Islamic State of Iraq's (AQI/ISI) operations in the province have also expanded. In addition to an increased number of AQI/ISI-sponsored attacks, there has also been an increase in the number of detainees who have AQI/ISI connections. Differing from previous trends, many of the recent AQI/ISI-associated detainees have been Salah ad Din natives with local tribal affiliations.

¶4. (S) Since the ISI's initial declaration in October 2006, there has been a steady increase in AQI/ISI operations in Salah ad Din. However, with the onset of the Baghdad Security Plan and the related spike in attacks in the province, it appears AQI/ISI has shifted operations to SaD in order to apply pressure on a wider front to establish an Islamic state in the Sunni heartlands. Degenerating situation: killed the local Police Chief, ISI / AQI tries to take control. The local leadership struggles to stay afloat. ISI / AQI exploit local tribal tensions to further undermine the local stability and gain power.

And it shows that, absolutely, not all the local tribes want ISI to control the zone.
... No "Sunni Caliphate" at all... Definitively not.
The locals in big part clearly oppose AlQaeda/ISI since 2007.

Quite stupid decision of the Maliki Government: after the Golden Mosque's bombing (June 13), Maliki decides to dismiss the local Samarra General Thabit, a local respected and trusted Sunni man, replacing him with the Shiite Commander of the Police in Baghdad. The removal and replacement with Shiite staff generates suspicion among local Sunnis and increases the influence of Al Qaeda / ISI in the zone.

Cable about Nineveh province; mainly populated by Kurdish/Yazidi.
This is one of the zones now devasted by ISIS in Iraq.

At points 4-6 it describes how the Kurdish military forces are the most efficient in Iraq to counter ISI/AQI, whether they are integrated in the Iraqi army, or they are just local forces. The Kurds also make a fundamental contribution to intelligence. The cable describes how Yazidis actually live under the protection of the Kurds.

[This explains why ISIS mafious extremists are now badly targeting the Yazidis with genocidal purposes]
 
The cable mentions local tensions. Clashes between ISIS / AQI and Pashmerga forces. The Kurdish Democratic Party at risk of continuous attacks.

After 2007 the focus of the ISIS related cables moves mainly on Ninewa (Nineveh) and Mosul: Kurdish, Yazidi and Christian zones of Iraq, given ISI/AQI has seriously started targeting minorities, aka their political oppositors actually.

The motivation is always politics (and money).

¶8. (S//REL TO USA, AUS, CAN, GBR) ISI plans attacks against
Asiacell buildings and employees in Mosul: As of late
February, the Islamic State of Iraq (ISI) was distributing
flyers stating Asiacell buildings in al Wahda neighborhood,
east Mosul, and Islah al Zira'I neighborhood in west Mosul,
Ninawa Governorate, would be attacked, according to multiple
sources and subsources, including a senior police official in
Mosul and an Iraqi Kurd who worked for Asiacell in Mosul. ISI
also stated the main Asiacell warehouse in the al-Falah area
would be attacked and that Asiacell employee vehicles would
be burned. The stated reason for the attack was that ISI
wanted to force the closure of Asiacell due to the group's
perception that the company provided voice recordings to
Multi-National Forces in Iraq, which led to the capture of
many ISI members. ISI also claimed it would destroy Asiacell
towers and kill its employees for their participation in
assisting "the crusaders." There was no further information
regarding the timing, location, or means of attack.
 
¶9. (S//NF) Asiacell has been described in recent open source
reports as the largest private Iraqi company and the first
mobile telecommunications company to provide coverage for all
of Iraq. ISI, as the political group most closely associated
with al-Qa'ida in Iraq, has a history of threatening
Asiacell, and DS/TIA/ITA assesses its overriding objective
probably is to destroy any favorable economic conditions for
enterprises seeking to capitalize on the emerging Iraqi
market. As of early February, Asiacell had not paid monthly
extortion fees to ISI groups in Mosul for December 2008 and
January, according to a source who claimed access to ISI
leadership in Mosul. As of early January, ISI in west Mosul
sabotaged and burned nine Asiacell towers, according to a
source who claimed secondhand access to information from a
technical officer affiliated with Asiacell. An Asiacell
statement issued last November, according to an open source,
stated an armed group in Mosul targeted the company's main
office with a bomb that partially disabled the network's
service in the city. The report further stated that less than
a year earlier, Asiacell in Mosul was targeted by a similar
operation that destroyed bases and locations, costing the
company millions of dollars in losses. (Appendix sources 1-5)
 
Planned extremist attacks by the group identified as "ISI" (Islamic State of Iraq) against Asiacel near Mosul, Nineveh, surrounding areas, hitting infrastructures and Asiacell's employees. ISI distributes propaganda flyers against Asiacell for cooperating with "multinational forces".

ISI is described as a political group associated with Al Qaeda in Iraq: basically the cables mentions ISIS/ISIL associated to Al Qaeda before they "divorced".

Mafious extortions and violent reprisals, prior to 2008, are mentioned as perpetrated by ISI in Mosul, towards Asiacell.
These criminal actions are perpetrated against those who do not "pay protection money": alias: "or you give money to ISIS, or we burn your house, kidnap your family, kill you..." etc.
The very same methods ISIS is now using on extremely increased levels to fundrase their activities.

Iraqi Interior Minister (MOI) Bolani focuses on the importance of internal security for the process of democratization in Iraq. On this occasion he criticizes short-sighted attitude of PM Maliki; Maliki is described as impulsive and reactive.
Bolani stresses the importance of adequate prevention and response to terrorist attacks linked to Al Qaeda. Bolani believes Al Qaeda (AQI) and not the Ba'thists or Syria are responsible for the attacks.
 
Bolani says evidence makes clear that bombings against the Ministry of Foreign Affairs and the Ministry of Finance have been conducted "on behalf of ISI and AQI". The MOI technical analysis found no links between AQI and Ba'thists, contrary to allegations by other Iraqi leaders. Bolani insists on the current (2009) greater openness of Syria towards other Arab countries, saying it would make no sense for the Syrian government to ignite attacks.

Extremist attacks against Christians in Mosul and Nineveh.
 
"ISI" isn't directly mentioned, but having read the previous cables, it becomes clear these cities/zones/minorities are their targets.
 
A general local and international understimation of the attacks as "technically poor" unluckely lets ISIS grow understimating the risks of its rise.
Nowadays we see and face the consequences of this understimation.

I think given these premises there's a lot to reflect on on the complex and domino-effect situation that has let ISIS/ISIL rise to the actual monstrous levels, now hitting thousands civilians in Iraq, Syria and Lybia, and there is actually no reason to struggle to mantain their accounts and sites open for more recruiting propaganda.

This is my opinion at least.

I think the wikileaks documents themselves describe the situation well enough to say ISIS are exactly a criminal organization.
